The Elite Nomad Shield is a highly specialized siege tool - it significantly reduces the strength of defenders from a distance, but only and exclusively against nomad camps. Outside of nomads, it is completely useless, so do not consider it a universal equipment. Think of it as a "key" to nomads: when you have it, raids on camps are noticeably cheaper in losses.
How to use it
Deploy it exclusively in attacks on nomad camps during nomad events. Since it dampens defenders from a distance, it is beneficial to use it in a wave where you want to silence ranged defense as much as possible, allowing your attacking army to survive to the gate. By itself, it will not win the attack - it is support, not the main force. Without losses on ranged defense, your attacks will chain much more smoothly.
What to combine it with
It belongs to the siege set along with tools that deal with close-range defenders and the gate, so you can cover both components of the camp's defense at once. Combine it with ranged strong attacking units and commanders who add a bonus to ranged attack and reduce enemy defense - the effects stack, and the camp then falls with minimal losses. In one wave, use a composition that makes sense, not just throw everything together.
