The warehouse increases your capacity for wood and stone. Without it, your resources will simply disappear once you hit the limit - anything produced beyond that falls into the void, and you lose it. It does not produce anything itself nor does it prevent anything; it is purely a "bucket" for materials. Boring building? Maybe, but when you're preparing for a large construction or upgrade that will consume thousands of resources at once, you'll appreciate having a place to store them in advance.
When to build it
Build it as soon as your production regularly hits the limit and produced resources start to disappear - that's a clear sign that it's time. At the very beginning, while you have nothing to store, it's not a priority. However, once you start farming and go for large buildings, move it up the list. With a size of 5×10, it takes up a significant space, so think ahead about where you will place it in your castle so it doesn't block other buildings.
Is it worth upgrading?
Upgrading is worthwhile, but at the pace your production and resource consumption grow. There's no point in pushing the warehouse to max level 9 when you only need half the capacity - each upgrade costs you materials and time that you would rather invest elsewhere. Always raise the level just a step ahead of hitting the limit. Save higher levels for later in the game when you're managing really large volumes, and big upgrades will consume everything you stockpile.
