The iron ore mine is your source of iron ore, which you need practically all the time. Without it, you won't be able to build proper tools, advance in the economy, and soon you'll find that you're lacking the resource on which many upgrades and other buildings depend. Player-wise: a boring but essential building that you simply must have and monitor to ensure you don't run out of ore.
When to build it
Build it as soon as you have it available and space frees up. Iron ore is one of the basic resources, and you'll soon encounter it in upgrade requirements and military items. It takes up 5×5, which is not insignificant, so plan your castle layout in advance. The sooner you produce ore, the sooner the rest of your economy will take off, so don't delay.
Is it worth upgrading?
Yes, it is worth it. With a maximum level of 30, it has a long way to go, and each level increases your ore production. Building it early doesn't mean rushing it to maximum right away. Keep its level roughly in line with your consumption growth, and invest in it gradually. When you hit a shortage, bump it up a few levels suddenly; that's wiser than skipping it or unnecessarily outpacing the rest of your castle.
