The Hideout is your insurance against looting. When someone attacks you and breaks through your defenses, part of the resources hidden in the Hideout will remain out of their reach - they simply cannot steal them. The walls alone won't hold you, it's purely about not being left completely dry after a lost defense. In the defensive category, it's a subtle but nice feature, especially for players who sooner or later expect to be attacked.
When to build it
No rush. At the beginning, as long as no one dares to attack you and you don't have much to steal, the Hideout doesn't make sense to deal with. Build it when you start collecting more resources than you can spend, and when attacks from other players start appearing around you. Walls, artillery, and barracks actively protect your resources, so they take priority - the Hideout comes into play only afterwards, as a supplement that saves the rest when the main defense fails.
Is it worth upgrading?
It's worth it, but with caution. Each higher level protects more resources, so if you do build the Hideout, upgrade it at least one or two levels - at the basic level, it hides very little and you hardly notice the effect. Save the maximum level until you are regularly facing attacks over the walls and have something to lose. Before pumping the last level, it's better to invest in storage and active defense first.
