The Steward's Lodge is a building that unlocks stewards for your resource outposts. A steward is a manager that you assign to an outpost to provide it with a bonus set as needed - defense, higher production, or more gold. Without the Steward's Lodge, you cannot occupy any outpost with a dedicated steward, and each additional level adds one more. The value of the building does not lie in its appearance, but in how many outposts you want to have reasonably occupied by your own steward.
When to build it
It is not a building for the first wave of construction. Until you have captured no outposts or barely one, the Steward's Lodge would just take up space - and it takes up a significant amount, 8×8. It gains real value when you start expanding to resource outposts and want to have a steward with an optimized set at each one. That is when it is time to build it and gradually upgrade it.
Is it worth upgrading?
Upgrading makes sense purely based on how many outposts you are actually operating. Each level adds one steward, so if you have more outposts than occupied stewards, you should upgrade. However, if you do not have that many outposts yet, a higher level is wasted space and resources - you are stuck with the capacity of a steward that you have nowhere to assign. Build levels exactly so that you have a steward for each outpost, not more.
